DC Clean Rivers Project Blue Plans Tunnel wins ENR’s Mid Atlantic Project of the Year Award. Congratulations to DC Water and its Blue Plains Tunnel design-builder, Traylor Skanska Jay-Dee for yet another award. This is one of four major tunnels recently completed in DC Water’s tremendous effort to improve the environment in the District of Columbia.
